Alexander Khodakovsky, a Kremlin-backed commander and former political leader in the self-proclaimed Donetsk People’s Republic (DPR) in eastern Ukraine, suggested Monday that the Ukrainians’ successful counteroffensive in Kharkiv last week has left Russia’s troops unable to advance.
