What are the 10 Kings in Bible Prophecy?
The Ten Kings of Bible Prophecy: Could Today’s Global Coalitions Be Taking Shape?
By Bryan Smith

One of the most intriguing prophecies in Scripture concerns a future alliance of ten rulers who will emerge just before the Second Coming of Jesus Christ. The Bible reveals that these leaders will form a political structure that ultimately supports the rise of the Antichrist and the final world government.
For decades, prophecy students have watched Europe closely because the Bible identifies the end-time world system as a revival of the Holy Roman Empire. Today, several geopolitical developments have caused many to ask whether the prophetic “Ten Kings” could be beginning to emerge before our eyes.
What Does the Bible Say About the Ten Kings?
The prophecy first appears in Daniel’s interpretation of King Nebuchadnezzar’s dream.
“And whereas thou sawest the feet and toes, part of potters’ clay, and part of iron, the kingdom shall be divided…” (Daniel 2:41)
Daniel described ten toes on the image’s feet, representing a final stage of government that exists immediately before the Kingdom of God is established on Earth.
Later, Daniel saw the same power represented as a beast with ten horns:
“And the ten horns out of this kingdom are ten kings that shall arise…” (Daniel 7:24)
The Apostle John expanded upon this prophecy in Revelation:
“And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.” (Revelation 17:12)
Scripture reveals several important characteristics:
- There will be ten rulers.
- They will exist simultaneously.
- They will voluntarily surrender authority to the Beast (Antichrist).
- They will participate in the final world governing system.
- Their alliance will exist during the final years immediately preceding the return of Jesus Christ.
- The Antichrist (World Dictator) will arise among them, and Uproot 3 of them
- 10 Kings – minus 7 kings (or Horns / Toes) = 7 + 1 (He / The Antichrist) = is the 8th. – Rev. 17:10-11
Why Europe Matters
The prophetic framework points to a reborn Holy Roman Empire as the political vehicle from which the Antichrist will arise.
Historically, the Holy Roman Empire occupied much of modern Europe and was repeatedly revived throughout history. Many prophecy teachers have therefore expected the final ten-king alliance to emerge from Europe or be heavily influenced by European leadership.
Recent events have brought renewed attention to this possibility.
Macron’s Vision of Ten European Power Centers
Several years ago, French President Emmanuel Macron (whose name means “God with us / The Mark”) proposed the idea of a more integrated European defense structure. Discussions surrounding European strategic autonomy included concepts involving a smaller group of powerful nations leading defense and security initiatives within Europe.
Many prophecy watchers immediately noticed the significance of the number ten whenever major European leaders proposed leadership structures involving ten dominant nations or regions.
Because France and Germany have historically served as central drivers of European integration, proposals emerging from Paris often receive special attention from students of Bible prophecy.
However, while some of Macron’s initiatives reflected the possibility of a future ten-member leadership arrangement, none have yet developed into the specific governmental structure described in Revelation 17.
Trump’s Gaza Peace Board and the Ten Kings Question
More recently, attention has shifted toward proposals connected to Middle East peace efforts and international oversight structures surrounding Gaza and broader regional stabilization.
Some analysts have suggested that a future peace board composed of ten influential powers could potentially resemble the ten rulers described in Scripture.
The significance of this possibility stems from Daniel 9:27, which prophesies a confirmation of a covenant involving Israel that launches the final seven years before Christ’s return.
Because the coming Antichrist will eventually be involved in confirming that agreement, any international body designed to facilitate long-term peace arrangements naturally attracts prophetic interest.
Yet caution is necessary. The Bible does not specifically state that the Ten Kings originate from a peace board, nor does it identify any current proposal as the fulfillment of Revelation 17.
The Emerging Coalition of Thirty-Five Nations
Another development receiving increasing attention is the Coalition of the Willing established in 2025 to support Ukraine and create a long-term security framework for Europe. The coalition currently consists of thirty-five nations.
Of particular interest is the coalition’s widely recognized “Core 10″ leadership structure:
- United Kingdom
- France
- Germany
- Italy
- Spain
- Poland
- Turkey
- Norway
- Canada
- Japan
These ten nations provide much of the coalition’s military, financial, diplomatic, and strategic leadership.
Could This Core Ten Become the Ten Kings?
The similarities are certainly noteworthy.
Both involve:
- Ten leading powers.
- International governance coordination.
- Military cooperation.
- Security enforcement mechanisms.
- Increasing global influence.
However, important differences remain.
The prophetic Ten Kings appear to be rulers within a single political system rather than merely leaders of cooperating nations. That formation could be just around the corner in some type of revived Holy Roman Empire global governmental structure (e.g., European Union).
Revelation 17 describes ten kings who ultimately surrender their sovereignty to a central authority—the Beast.
Today’s coalition remains a voluntary alliance of independent states with separate governments, separate militaries, and differing national interests.
Furthermore, the coalition includes non-European powers such as Canada and Japan, while the prophetic model traditionally anticipates a revived European-centered system. However, to truly become a global government structure, nations outside of Europe are certainly a possibility.
Watching Without Speculating
The Bible commands believers to watch world events while avoiding dogmatic conclusions before prophecy is fully revealed.
At present, neither Macron’s proposed leadership structures nor the Coalition’s Core Ten can be definitively identified as the Ten Kings of Revelation 17.
Nevertheless, both developments demonstrate a trend toward concentrated international leadership—a trend remarkably consistent with what Scripture foretells for the end times.
The prophecy of the Ten Kings remains one of the most important prophetic markers yet to be fully revealed. Whether the final alliance emerges from a European defense structure, a Middle East peace framework, a security coalition, or an entirely different arrangement, Scripture assures us that ten rulers will eventually unite and give their authority to the Antichrist before the return of Jesus Christ.
As global governance structures continue to evolve, students of prophecy should remain vigilant, comparing every development with the clear teachings of Daniel 2, Daniel 7, and Revelation 17 while remembering that God’s prophetic plan is moving steadily toward its fulfillment. Stay vigilant.
