What Does Revelation 17:10-11 Mean When it Says Five Are Fallen, One is, and One is Yet to Come?

The heads of the beast in Revelation 13 refer to the seven heads of Daniel 7. There is one for the lion, the bear, the ten horn beast, and four for the leopard. However they have a special significance in Revelation 17.

Revelation 17:10-11 is referring to the world governmental systems that reigned on the Earth. At the time John was writing five had fallen. That would consist of Egypt, Assyria, Babylon, Media-Persia, and Greece. The one that was would have been Rome. That was the empire in power at the time of the writing of Revelation. The one that was to come was the Holy Roman Empire. The eighth is of the seven. The Holy Roman Empire is one of the seven and it will be the final world government system according to the Bible. That is what Revelation 17:10-11 is referring to.
