DMV requests funding to implement Real ID – State News – Charleston Daily Mail – West Virginia News and Sports -
The state Division of Motor Vehicles wants to spend nearly $1.4 million to hire 45 new employees to handle the extra burden of implementing the federal Real ID Act.

This has being on-going in Washington State since January 2011. The update you list, is a warning that they will meet their intended goal by the end of 2013 with finalization being slated for one year later.
