Irvin Baxter interviews Mark Lerner, founder of the Stop Real ID Coalition

Introduction: Everyone has heard about the mark of the beast. It’s one of the most feared prophecies in the entire Bible. But what the majority of US citizens don’t know is that laws have already been passed, paving the way for the implementation of the mark of the beast in the United States of America and around the world.

The Bible tells us there will come a time when every person on earth will be required to have a mark or a number, without which he or she will not be able to buy or sell. The kicker is, each person will be required to pledge allegiance to the one-world governmental system and the ruler of that one-world governmental system, the Antichrist, in order to activate his or her number. Since the prophecy states this, and since preparation is being made for it right now, I thought each of us should know more about it.

Let me take you to the passage in the scripture first, so we can see this prophecy is straight from the Bible. It’s Revelation 13:15-18:

And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.

When the Bible refers to “the beast”, it’s talking about the one-world government prophesied for the endtime and the leader of that one-world governmental system—the Antichrist. This passage also speaks of religious persecution under this coming world government.

And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.

Everyone has heard about 666–the mark of the beast. If you received a license plate and the number was 666, you probably would say, Oh no, I don’t want that one.

Because the time is drawing near for the fulfillment of the mark of the meast prophecy, we’ve asked a very special guest to join us to discuss the US government’s efforts to implement just such a system here in America. Mr. Mark Lerner is one of the foremost experts in the world today on the coming global ID.

Baxter: Mark, it’s very nice to have you in the studio today.

Lerner: I appreciate the opportunity, and I look forward to this discussion.

Baxter: It’s so important for us to talk about the coming global ID system because it’s happening right now and most people are pretty unaware of what’s going on. Mark, you’re not unaware because you live with it every single day. You’ve testified before different governmental committees, and you’ve had a lot of input, even in industry, concerning our government’s plans to number every person.

Let’s be candid about this. We know why this is happening. We have a huge illegal immigration problem. Nobody knows how to solve the problem outside of enforcing the borders, and for some reason, that seems to be mission impossible. Consequently, everybody is looking for an answer. One of the answers is, Hey, if everybody had to have a national ID and if that ID were required to hold a job, then theoretically illegal immigrants would no longer come here since they would be locked out of the American job market that draws them here.

The national ID has been proposed for a long time here in the United States of America. Way back in 1980, Mr. Marvin Stone, the editor-in-chief of US News and World Report, wrote an editorial called, “A National ID.” In this article he was offering a solution to the immigration problem. However, when this national ID was proposed to President Ronald Reagan, he said, “Oh, that’s the mark of the beast. We’re not doing that.” Bingo, end of subject. So, Reagan rejected the national ID, and yet, the idea is coming back stronger than ever now.

Mark, I guess my first question would be, why has America adamantly rejected a national ID when most nations have one? America has rejected it for 230 years. We’ve said, No, we’re not going to be numbered. We’re not going to be forced to carry papers. Give us some background.

Lerner: Americans know that a national ID will allow the government to monitor everything that a US citizen does from travel to purchasing, investments, the amount of firearms one possesses or how much land we own. The American people have historically refused to be placed under a governmental microscope. It’s all about state control. You see, Irvin, the government has been telling us for years that, because of the immigration problem or the threat of terrorism, we need a national ID. The Real ID Act presently being implemented is simply one of the many attempts by our government to control our every move. Furthermore, the government would like for us to believe that, despite what the facts are, the Real ID Act is not a national ID. They also contend that the states are not being mandated to comply with it and that it is voluntary. But let me say this, The Real ID Act, signed by President Bush in 2005, is a national ID, and it is mandatory.

We should also note that mankind has never had the technology to number every human being on earth, until now. The world’s governments must have the political will and the technology to pull this off, and they now have both!

Baxter: So what you’re saying is, we’ve got a 2,000-year-old prophecy, but until the invention of the computer and the birth of the Internet, its fulfillment wasn’t even possible.

Lerner: Yes. It is computers and the technology of biometrics, which means body metric measurement, that make this possible. With these recent inventions, we can create the unique number of each human being. The important thing to note is that biometrics has existed from the beginning of man. Adam had fingerprints. But, we have never understood the science of biometrics or the number of man until this century. We can now number every human being according to each person’s God-given biometrics.

Baxter: Mark, you mentioned that the government is saying, “Oh, the Real ID is not a national ID.” I went to the forum in California when Homeland Security was having open discussions concerning the implementation and the final rules of The Real ID Act. I heard them say, This is not a national ID. I thought to myself, Wait a minute. Was it passed by a national law? Yes. Is it an ID? Yes. Well, if it was passed by a national law and if it’s an ID, then it’s a national ID. I mean, give me a break. It’s really simple to understand. The Real ID Act has established a national ID card here in the United States of America.

Okay Mark, you’re the expert. Give us a little bit of background. Where did this come from? How did we get started down this road?

Lerner: Well, after the Trade Towers were attacked on September 11, 2001, the 9/11 Commission was put together. Based on the fact that some of the hijackers had used counterfeit documents to obtain driver’s licenses, they came up with what we call, “One Record, One Person.” This requires that individuals prove they are who they say they are and that they can only get one driver’s license. It will also insure that an individual cannot go to multiple states and get multiple drivers’ licenses. Furthermore, no one should be able to get a driver’s license under a name other than his or her own. These were the final recommendations of the 9/11 Commission, which eventually led us to the Real ID Act.

Baxter: The 9/11 Commission was specifically told by Congress when it was empowered, “Do not come back with a recommendation of a national ID.” So what did they come back with?

Lerner: They came back with a national ID that will also serve as your international ID.

Baxter: Oh, so they came back with a global ID? And it passed?

Lerner: Yes. Senator Patrick Leahy emphatically told the Department of Homeland Security (DHS), “Stop bullying the states. They don’t want Real ID.” But it passed anyway. And let’s be clear, Real ID was only approved because it was attached to other legislation—a tsunami relief legislation bill and a military appropriations or spending bill.

Baxter: Real ID passed the House of Representatives, but they knew it would not pass the Senate. So they attached it to what?

Lerner: What we call a must-pass piece of legislation. Nobody in the Senate was going to vote against appropriating money for the military.

Baxter: You’re referring to funding for our troops in Iraq. Let me get this straight! We’re at the height of that engagement, and the Senate attaches this bill, establishing a national ID, to the back of this must-pass spending bill. Is that crooked?

Lerner: Absolutely!

Baxter: But we’ve been against a national ID for 230 years. And yet the promoters of the national ID are able to pull the wool over the eyes of our lawmakers?

Lerner: Not only pull the wool, but there was no debate in the United States Senate! Not one vote was cast against Real ID because people were looking at the military spending and the tsunami relief part of the legislation.

Baxter: So this bill would not allow Americans, without a standardized driver’s license or a Real ID license or identity card, to get on an airplane, enter a federal building, open a bank account, and ultimately keep a person from holding a job here in the United States of America. A bill like this was passed with total deception by our lawmakers?

Lerner: Actually it gets much worse. Once the bill was signed into law, that’s when the rule-making process takes place. This is when the Department of Transportation and Homeland Security get together and work out what we call, “The Notice of Proposed Rule-Making.” This is nothing more than our lawmakers making up the rules after the law is already signed.

This next point is really important to Christians. Biometrics was not mentioned one time in the original Real ID bill. It wasn’t even introduced until “The Notice of Proposed Rule-Making,” and then it was hidden in a footnote on page 68. This little clause lets us know that Real ID is not just a state driver’s license or a national ID; but it’s actually a global ID! How? In very small print it tells you the standard for identification is your digital facial image (Facial Recognition). Why is this important? By using the biometrics from a digital facial image, they can give you your unique number I talked about earlier, right on your standard driver’s license. I don’t care what state you live in. This is the adopted standard of the ICAO (International Civil Aviation Organization)—an agency of the United Nations. So we’re not only talking about a state driver’s license, but also a national and even international system of identification, which can give every person on earth their own unique number!

Baxter: And the Bible, when it prophesies about the mark of the beast, says that every person will have to have a mark or a number, without which they cannot buy or sell. And in order to get that number, ultimately a religious requirement will be attached to it. You will be required in some way to pledge allegiance to the new world order and its adopted belief system. You might have to say, I believe all religions are equally valid, and I’ll respect your religion if you respect mine, or something like that. So we dissolve all religious conflict and thus we can have peace on earth and good will toward men. That’s the logic behind this whole thing. That’s what the prophecy says is ultimately going to develop.

But let’s make sure we go back to the Real ID. So this law was passed by the House, first of all. And then on May 10, 2005, the Senate attached it to this must-pass spending bill for troops. It went through and then it went to the desk of George W. Bush. He signed it the next day. In the meantime, on my radio program “Politics & Religion,” I was banging the table and nearly biting the microphone, screaming, We’ve got to stop this! Our listeners lit up the phones at Congress. And not just us. I know that you Mark were in on the opposition as well, along with others. We then sent out a special edition of Endtime magazine, with George Bush’s picture on the front cover signing the Real ID Act, to every US Senator, Congressman, the President, Vice-President and to every state legislator in the nation. I mean we hit it a ton, and we kept on pounding away. Consequently, The Real ID Act was signed in May 2005 and was to be fully implemented by May 2008. But, due to all the opposition, implementation has been delayed twice, presently postponed until 2013.

Lerner: That is correct.

Baxter: Okay. Let’s make sure we get this. So they’ve been looking for a biometric that would be the global standard. They’ve flirted with fingerprints. They’ve flirted with eye scan technology. But they finally decided that the best identifier is this digital image of the face, like what I have on my Texas driver’s license.

Lerner: Yes. And remember I said that facial recognition is the recognized standard of the ICAO. Here’s where it gets bad. In the final rules of the Real ID Act, the organization that is named the hub and the backbone for implementation of the law is called AAMVA. AAMVA is short for American Association of Motor Vehicle Administrators. Well, most people think, That’s OK. It says American. Well, AAMVA isn’t American.

Baxter: Wait a minute. AAMVA isn’t American?

Lerner: No, It’s not!

Baxter: Why do they call it American?

Lerner: Well again, this goes toward the kind of deceit that needs to take place to implement a global identification system.

Baxter: So are you saying AAMVA is global?

Lerner: I’m saying this, and I want to be very clear. AAMVA is an international organization. Go to any search engine and put in AAMVA. The first thing you’re going to see on their website is this, “An international organization that serves law enforcement and motor vehicle administrators.” I’m not saying it. AAMVA is saying it. It is an international organization.

Baxter: Wow! There is no end to this. So the national ID, which we now know is part of a global identification system, has now been forced upon the American people.

Lerner: Yes, that’s correct.

Baxter: Okay Mark. Let’s discuss how the Real ID Act will affect American citizens. If and when this law is fully enforced, it will require every person in the United States to have a standardized ID if you want to fly on an airplane, open a bank account or have a job. They haven’t tied the job into the Real ID Act yet, as far as I know, but they’ve attempted to. Basically, an individual is not going to be able to function in this society without this national ID. More importantly, this law is tailor-made for the implementation of the mark of the beast prophesied 2,000 years ago.

I’m sure everybody out there is thinking, Okay Where are we right now? How far advanced are we, and do I need to become alarmed yet? Let’s summarize. Real ID was supposed to have been implemented in 2008. However, opposition was very strong. State legislatures began passing laws against implementing the Real ID in their states. Besides the grassroots opposition to the level of control that a national ID would bring, the states resented the federal government asserting authority over state driver’s license bureaus. Consequently, there has been a lot of opposition. Mark, as of right now, isn’t it like 24 states that have either passed laws against implementing the Real ID or at least resolutions against it?

Lerner: Depending on how a person determines the count, it’s now 25 or 26. The real problem is with the 18 benchmarks a state must meet to be Real ID compliant. Some states are in fact becoming Real ID compliant just by implementing the 18 select requirements of the law even though they are in opposition to Real ID itself. And the very first benchmark is the digital facial image.

Baxter: So how many states right now require a digital facial image on their driver’s licenses?

Lerner: Does the word “every” mean anything?

Baxter: So all 50 states of the United States of America, right now, require a digital facial image in order to get a driver’s license. Are there states that allow you to opt out of the facial image?

Lerner: Actually, I’m glad you brought that up. Yes. There is a pastor in West Virginia who got a valid license without photo ID, which is what you’re talking about.

Baxter: So can he get on an airplane with it?

Lerner: No.

Baxter: So he can’t fly.

Lerner: No.

Baxter: How about getting on a subway in New York?

Lerner: It doesn’t matter.

Baxter: So in other words, I may have to have my ID to ride on a subway, ride on a bus, ride on a train, et cetera, and most states require that to be a photo ID. However, there are some states that say, No, you don’t have to have the photo if you object for religious reasons. But in the states where the photo is required, I’ve got to have it to drive legally there.

Lerner: Yes. Even in the case of the pastor that was allowed to have a valid license without a photo on it, they still took his photograph. They captured his digital facial image and kept it on record.

Baxter: So they got it, they just didn’t put it on the license.

Lerner: Exactly! As long as they have your facial biometrics, your number is in the system. You see Irvin, at the end of the day, it is government’s desire to make sure every person in the United States is numbered. Why? If they can force all US citizens to become solely dependent on that number to operate in society, then the government can control them by threatening to remove their number. And this numbering system is not limited to a Real ID compliant driver’s license. If you work at a port, you will be part of what we call the Transportation Worker’s Identification Credential. That’s another form of biometric ID for everybody that works at a port. The government has a number of different IDs. If someone doesn’t need a driver’s license, they will still get you into this global system of identification and financial control.

Baxter: I see.

Lerner: Before we end our discussion, I think it is critical for everyone to understand one last point. One of the worst parts of the Real ID Act is that the law is open ended because of the “Notice of Proposed Rule-Making”. For instance, right now we are talking about boarding a plane and opening a bank account. But Congress gave the Secretary of Homeland Security, Janet Napolitano, unfettered discretion to change these restrictions. The Secretary can wake up tomorrow and say, “You can’t pick up prescription drugs, purchase a gun, drive your car or shop at the grocery without a Real ID compliant license. The list literally goes on and on. And the kicker is that she doesn’t have to go back to Congress to get this approved.

Baxter: So, the Secretary of Homeland Security now has been given this power to unilaterally add conditions and requirements to the Real ID Act, after the fact. That’s absurd! Oh, and by the way, I read that clause that you’re referring to on page 68 of the “Notice of Proposed Rule-Making”, so I know personally that it is there.

Ladies and Gentlemen, we’ve been talking today to Mr. Mark Lerner. He is an expert on the national ID known today in America as the Real ID. And we’re talking about the possibility that the national ID, Real ID, or perhaps a global ID will end up becoming the mechanism used for implementing the mark of the beast. The mark of the beast is coming. It’s in your Bible in Revelation 13:15-18. Read it for yourself.

Mark, after talking to you today, I can clearly see that the world is not only preparing us for the mark of the beast, they are in the process of implementing it! Can we stop it here in America, or is it too late?

Lerner: You know, Irvin, a lot is already being done to stop it, but we will have to cover that in the second part of this interview.
